The Roadmap from Humanitarian Response to Post-conflict Resilience and Recovery - Focus on Ukraine

Addressing the challenges of local governance and the lack of coordinated vision to plan and implement post-war recovery and sustainable development initiatives across regional and international partners in conflict fragile settings, this Panel discussion will help pave the way towards understanding the gaps in ongoing initiatives taking place on the ground in response to short-term humanitarian needs, and develop a mechanism a more integrated approach for local and regional stakeholders’ engagement, to help shift the current siloed investments and ad-hoc humanitarian led actions towards strategically and demand led climate neutral and locally driven approach.


Sharing the key findings of the 3 Workshops that were organised as part of the ICLEI Roadmap, which took place with 19 Ukrainian cities in March, April and May 2024 in the run-up to EURESFO24, the panellists will be encouraged to reflect on the cities defined urgent needs and demands for plans for developing their Local Green Deals (LGDs), under three key thematic areas: Energy Efficiency, Sustainable Reconstruction and Socio-economic Recovery. Panellists will provide examples from existing projects/programs/initiatives that they are involved in, and recommendations on how to best support cities, improve access to capital and advance public-private partnership economic behaviour, while maintaining the value, management and utility of municipal services and resources for sustainable post-war recovery and resilience decentralisation efforts.

Gerry is responsible for EIB advisory work with cities in urban development, urban mobility, affordable housing and climate action.  He leads urban advisory activity under JASPERS – including its work on the New European Bauhaus, and the EU Cities Climate Mission.  He also leads urban advisory in developing and transition countries, under the City Climate Gap Fund.   He previously managed the appraisal of EIB urban development lending, and has worked at the EBRD, and in consultancy.  His speaks English, Polish and French, and has degrees in Geography from Oxford and London universities.

She is currently working with municipalities to apply systems thinking by building systems learning portfolio through EU Mayor’s for Economic Growth (M4EG) and Cities Experiment Fund, Slovak Transformation Fund initiative.

In over ten years of experience with the United Nations, with UNDRR and UNDP in Geneva, Bangkok, and most recently in Brussels, Nick has focused on program management, partnerships, and policy development for sustainable development and disaster resilience.  This has included early warning and disaster prevention projects in South and Southeast Asia, and increasing risk knowledge and strengthening resilience in South-eastern Europe, the South Caucasus and Central Asia. Nick has a Masters degree in International Affairs, focusing on Environment and Public Policy from University of California, San Diego.

Nuha Eltinay, Senior Expert, Resilience and Climate Adaptation, ICLEI Europe

Dr. Nuha Eltinay is a Senior Urban Resilience and Climate Adaptation Expert at ICLEI Europe, worked previously as a Senior Urban Specialist at the World Bank MENA Urban, Disaster Risk Management, Resilience and Land Global Practice, and supported the UNDRR in the training and implementation of the DRR and Climate Change Comprehensive Risk Management program in the MENA Region, addressing loss and damage interrelated disasters socio-economic impact. Receiving her PhD in Urban Resilience from London South Bank University, and MSc from University of Westminster in International Planning and Sustainable Development. Nuha has several Academic Research papers and contributes to a number of policy documents such as 2019 UNDRR Global Assessment Report and 2019 Overseas Development Institute study on Disaster risk reduction, urban informality and a ‘fragile peace’. Nuha Eltinay recently launched 2024 Book Publication ‘Urban Resilience and Climate Change in the MENA Region’ documenting her PhD journey and provides an overview of the geopolitical context and climate change risk profile of the MENA Region.
