Communities as Active Partners to Enable Urban Climate Resilience

As climate change intensifies, the imperative for urban areas to adapt and mitigate its effects has never been more critical. This panel bridges UP2030 and the Urban Climate Resilience Program (UCRP) and ACCTING (AdvanCing behavioural Change Through an INclusive Green deal), spotlighting the synergies between achieving climate neutrality and enhancing community resilience against climate hazards. We bring together esteemed city leaders, community representatives and experts in a dynamic dialogue on harnessing participatory research, urban planning through co-production and resilient co-design to forge adaptive, inclusive, and sustainable urban futures.


Participants will gain insights into actionable methodologies and tools developed through the UP2030's focus on co-designed, neutrality-oriented urban transformations, alongside UCRP's tailored strategies for empowering communities to thrive amidst climate adversities, and ACCTING bottom-up approach into triggering community-based disaster response behavioural change to form “Fire Smart Territories”. Our panellists will share inspiring success stories, demonstrating how integrated approaches to climate resilience and neutrality, with community co-production at their heart and open dialogues on vulnerabilities, equality, and the ethical dimensions of disaster management, can create more equitable, resilient urban and rural landscapes.


The session will share the wisdom of ACCTING, UP2030 and UCRP initiatives providing inspiration for cities and regions aspiring to make communities central to their climate resilience building efforts.

Kristen has been Urban Resilience Manager at the Greater London Authority since March 2022. Before that, she worked for more than 15 years coordinating partnerships supporting climate change adaptation, as Manager of the London Climate Change Partnership, Director of Climate South East, and Chair of Climate UK. Her major interest is in bringing together people and ideas from across sectors to respond to social and environmental resilience challenges. In particular, she is interested in the social justice issues raised by climate change and the need to incorporate equity in resilience policy and planning.

Francisco is a dedicated humanitarian and development leader with both IFRC HQ and country experiences in Mexico, Albania, Montenegro, Indonesia, Mozambique, and the Philippines. Over the past 15 years, he has specialized in global strategies and organizational capacities to implement multi-year, multi-country DRR, resilience, and climate adaptation initiatives. He joins us from Geneva, where he is currently part of the global Climate and Resilience team as the Senior Officer for flood resilience. Francisco holds a bachelor’s degree in Economics and Spanish Literature from Gettysburg College, a master’s degree in International Development and Educational Policy from Portland State University, and a post-graduate diploma in Systems Design and Project Management from Cornell University.

Dr. Nuha Eltinay is a Senior Urban Resilience and Climate Adaptation Expert at ICLEI Europe, worked previously as a Senior Urban Specialist at the World Bank MENA Urban, Disaster Risk Management, Resilience and Land Global Practice, and supported the UNDRR in the training and implementation of the DRR and Climate Change Comprehensive Risk Management program in the MENA Region, addressing loss and damage interrelated disasters socio-economic impact. Receiving her PhD in Urban Resilience from London South Bank University, and MSc from University of Westminster in International Planning and Sustainable Development. Nuha has several Academic Research papers and contributes to a number of policy documents such as 2019 UNDRR Global Assessment Report and 2019 Overseas Development Institute study on Disaster risk reduction, urban informality and a ‘fragile peace’. Nuha Eltinay recently launched 2024 Book Publication ‘Urban Resilience and Climate Change in the MENA Region’ documenting her PhD journey and provides an overview of the geopolitical context and climate change risk profile of the MENA Region.
