Alison De Luise, Adaptation Manager, Climate Alliance
Alison is an urban climate change adaptation specialist, applying policy, partnership & program management experience towards support city resiliency. As Manager, Adaptation to Climate Change at Climate Alliance, Alison contributes to the Covenant of Mayors for Europe's adaptation and energy poverty work, building adaptation capacity across European cities. She also manages the EEA European Topic Center on Climate Change Just Resilience Task. Prior to this, Alison led strategic initiatives aimed at supporting case-making for Green Infrastructure across US cities. As Senior Advisor at the Water Center at Penn, she co-developed integrated solutions to complex urban water resource challenges. As head of Strategic Partnerships at Bioversity International, she focused her partnership development efforts on achieving development impact and securing funding. This work built on her years working for Australia's Department of Foreign Affairs and Trade in food security and in rural development policy. The foundation of all this experience was her three years establishing social enterprise initiatives in Swaziland.

Angeliki Konsta, Expert, Resilience and Climate Adaptation, ICLEI Europe
Angeliki is a Resilience and Climate Adaptation Expert at ICLEI Europe. She has conducted research and gained practical experience in the fields of climate adaptation and the circular economy. She has worked closely with local authorities and engaged with a variety of stakeholders to promote effective and inclusive processes for building resilience and achieving sustainability. Angeliki is currently involved in EU-funded projects focusing on resilience and adaptation to climate change, such as Pathways2Resilience, UNDERPIN, and MULTICLIMACT. Through her work, she supports local and regional authorities in designing, implementing, and improving climate resilience strategies and action plans. She also explores ways to strengthen governance and planning processes, enhance engagement and knowledge exchange, and build capacity.

Carlos Ribeiro, President, Landscape Laboratory
Carlos A. Ribeiro is currently President of the Landscape Laboratory, an environmental research and education centre, and a lecturer at the Higher Institute of Health. He is also a member of the Executive Board of the Mission Unit for the European Green Capital 2026 and Co-Chair of its Scientific Committee. In 2015, after six years as a researcher at the Institute of Molecular and Cell Biology, he took on new responsibilities at the Landscape Laboratory.
He holds a degree in Applied Biology and a Master’s in Molecular Genetics from the University of Minho, and a PhD in Biomedical Sciences from ICBAS, University of Porto.
Throughout his career, he has supervised and co-supervised Master’s and PhD theses, managed several national and international projects, published in peer-reviewed international journals, and delivered oral presentations at national and international conferences.

Cecilia is a Junior Expert on Events and Project Communications at ICLEI Europe. She is involved in the implementation of communications work packages and strategies for several projects and campaigns, including European Mobility Week, CIRCOFIN and Circular Invest. Holding a Bachelor's degree in International Relations, Cecilia gained experience in sustainability by completing an internship at a French-based BCorp enterprise focused on circular economy (COMERSO). Cecilia is also currently involved in leading communication and logistics work for EURESFO.

Dalila Sepúlveda is a member of the Board of the Guimarães 26 – European Green Capital Mission Unit and is Head of the Department of Environment and Sustainability at the Municipality of Guimarães. She is also Vice-President of the Landscape Laboratory, an institution dedicated to research and education in sustainable development. and Technical Coordinator of the Cities Mission for Climate Neutrality 2030. She holds a Master’s degree in Environmental Engineering and Management and has advanced doctoral studies in Waste Management and Treatment. Recognized for her innovative approach to waste management, she received the Green Project Award for her proposal on pay-as-you-throw systems and has co-authored several scientific publications in environmental sustainability. Her work focuses on environmental policy coordination, sustainability programmes, and community engagement in support of Guimarães’ goals for climate neutrality and sustainable urban development.

Dilara is a Junior Expert in Events and Project Communications at ICLEI Europe, based in Freiburg (Germany). She supports communications and event coordination across European projects on governance, innovation, nature-based solutions, and resilience, including the European Urban Resilience Forum (EURESFO). Previously, she coordinated side events at UN Climate Change (UNFCCC) conferences and worked with GIZ on local initiatives in Türkiye. Dilara holds a Master’s in International Studies / Peace and Conflict Research. She is a native German speaker and fluent in English and Turkish.

Holds a Building Engineering Degree as well as different postgraduates including spatial planning and territorial development. Has a relevant professional background in consultancy and capacity building for public administrations and utilities. He is currently Climate Change Manager at the City Territory and Environment Area of Tecnalia, coordinating applied research projects for the development of Decision Support Systems in the fields of sustainable spatial development, nature-based solutions, regional-urban resilience and sectoral climate change adaptation. Worked in Central America for over 4 years and is involved in international and European initiatives for more than 25 years, including several Horizon Europe projects, ESPON and Copernicus contracts, standardisation activities at ISO and CEN, as well as the Spanish Mirror Group for the EU Mission Adaptation to Climate Change.

Erica is an Expert at ICLEI Europe. As part of the Resilience and Climate Adaptation team, her work focuses on supporting local and regional governments in setting up governance structures for stakeholder engagement (in the EU-funded FairFuture project on inclusive climate adaptation). She also works on projects related to regional climate resilience, such as EU-funded projects Regions4Climate and Pathways2Resilience, and has been exploring the topic of Just Resilience and inclusion of vulnerable communities in climate resilience action. She is passionate about facilitating knowledge exchanges and peer-learning events and is part of the core team organising the annual European Urban Resilience Forum. She holds a Bachelor in International Studies (University of Milan, Italy) and a MSc in Environmental Governance (University of Freiburg, Germany). Her mother tongue is Italian and she speaks fluent English and French, as well as good German and Spanish."

Erika Palmieri is a Resilience and Climate Adaptation Expert at ICLEI Europe. With over 7 years of experience ranging from architecture and urban planning to humanitarian work, with organisations like the Red Cross and UNHCR, her expertise spans between climate change adaptation and disaster risk reduction. Along her career, she has provided strategic territorial and infrastructure planning, recovery responses and monitoring and assessment tools to enhance resilience of local and regional governments.

Imanol is a Expert in the Urban Resilience and Climate Adaptation team at ICLEI European Secretariat. He holds a bachelor’s degree on renewable energy engineering and a master’s degree on sustainable energy engineering from the University of the Basque Country. Currently he is involved in diverse European projects and initiatives, covering a wide range of topics: urban resilience and adaptation to climate change, climate-neutral cities, post-conflict recovery and resilience, and cultural heritage protection. His mother tongue is Basque, and he also speaks Spanish and English.

Irati Suárez is a Junior Expert at ICLEI Europe, working within the Resilience and Climate Adaptation team. She is involved in several European projects supporting regions and cities in their climate resilience efforts, including Pathways2Resilience, RECREATE on water resilience, and MULTICLIMACT on multi-hazard resilience of the built environment. She also contributes to the Covenant of Mayors for Climate and Energy, supporting cities in their adaptation processes. Irati holds a Bachelor’s degree in International Relations from the University of Deusto in Spain and is currently pursuing an MSc in Sustainability and Social Responsibility Management.

Isabel is a member of the Board of the Guimarães 2026 European Green Capital Mission Unit, responsible for delivering the European Green Capital 2026 title, and serves as Co-President of its Scientific Committee. As General Coordinator of the Guimarães 2030 Mission Structure, she contributes to connecting the multiple components of the Guimarães 2030 multi-governance ecosystem, with expertise in systems thinking, visioning and goal definition, strategic networking and communication, change implementation, and the development of monitoring and adaptation systems. She is also a professor and invited faculty member at the University of Minho and a member of the Industrial Engineering and Management Research and Development Line at the Algoritmi Research Centre.

Jen Heemann is a Senior Expert at IEECP and the Project Coordinator of REGILIENCE+ Adaptation Solutions for Regional Climate Resilience, one of the flagship projects of the EU Mission on Adaptation to Climate Change. She is also responsible for peer learning and collaboration activities within the AdaptationHubs and FairFuture projects.
Jen is deeply involved in designing and implementing processes that foster cooperation and collaboration, with a strong focus on multi-level governance, peer learning, and knowledge exchange on climate adaptation and resilience. She is particularly interested in exploring innovative forms of dialogue and interaction that enable transformative learning and collaboration.
She holds an MSc in Urban Management and Development from Erasmus University Rotterdam, where she also worked as a Research Assistant. Jen has international experience working in Brazil, where she initiated placemaking processes aimed at the collaborative transformation of public spaces.

Katherine Peinhardt, Senior Expert for Communications, Resilience and Climate Adaptation
Katherine Peinhardt is a Senior Expert for Communications on the Resilience and Climate Adaptation team at ICLEI Europe. Prior to this role, she was a German Chancellor Fellow supported by the Alexander von Humboldt-Stiftung in Germany. Her research dives into links between place and resilience, exploring the ways that communities are already building both physical and social resilience through urban design and public space planning and management. She previously worked as a Project Reporter and Communications Associate at Project for Public Spaces (PPS), during which time she focused on telling the story of placemaking. She managed written content and promoted a narrative for building cities around places.

She is an urban researcher interested in environmental justice and its links with everyday practices of city-making. She holds a PhD in Architecture and Urban Planning from Ferrara University (IT) and an MSc in Urban Design in Development from UCL. Building on material ecologies, her research looks at people–environment behaviours and communities’ adaptive capacity in the face of fast-changing environments.
Currently, she works at ICLEI Europe as an Expert in Resilience and Climate Adaptation, leading the scientific coordination of the Horizon-funded Project FairFuture which focuses on just climate resilience with a particular focus on vulnerable communities. She is also involved in the EU-funded projects COMMIT2GREEN and REHUBS. In this role, she supports local and regional authorities in advancing inclusive climate adaptation strategies following environmental justice principles, fostering co-creation while ensuring meaningful stakeholder participation for more equitable futures.

Laura is an Urban Resilience and Adaptation Expert at ICLEI Europe. She is an environmental engineer with a double Master’s degree in Natural Resources Management and Development from the Technische Hochschule Köln (TH Köln) in Germany and the Universidad Autónoma de San Luis Potosí (UASLP) in Mexico. Laura has experience in environmental consulting in Colombia and has also contributed to academia as an external tutor at TH Köln, developing project ideas related to nature-based solutions (NbS) and ecosystem-based disaster risk reduction. Currently, she is actively involved in EU-funded projects focusing on climate change adaptation, NbS, urban resilience, cultural heritage, and climate finance for adaptation.

With a background in geography, specialising in hydrosystems and development, she has worked on water management and resilience projects at national, regional, and global scales. She is currently involved in EU-funded initiatives across Europe, helping cities advance climate-resilient water planning and governance. Previously, she worked at UNEP and the French Ministry of Ecological Transition, focusing on EU water policy, drought and pollution management, and international water cooperation. She holds an MSc in Climate Change Adaptation and an LL.M in Environmental and Urban Planning Law.

Lucía is a Junior Expert in Resilience and Climate Adaptation at ICLEI Europe, where she supports European regions and cities in strengthening their climate resilience through projects such as Commit2Green, CARDIMED, and Pathways2Resilience.
Holding an MSc in Environmental Governance and a specialisation in Gender and Feminist Studies with a particular focus on Latin America, she brings an intersectional lens to climate adaptation, with a focus on just resilience. A background in education further shapes her approach to knowledge-sharing and capacity-building.
In parallel to her professional work, Lucía has been actively engaged in community-led initiatives for environmental and gender justice, advocating for grassroots action in local contexts.

Lucy Gregersen works on monitoring frameworks and data systems supporting climate adaptation across Europe. Her work contributes to the implementation of the EU Mission on Adaptation.
Previously, she worked with UN Environment Programme and UNDP, focusing on climate technology transfer and supporting developing countries in implementing and monitoring their Nationally Determined Contributions (NDCs) under the Paris Agreement.

Magnus Qvant has extensive working experience at the executive level in the field of urban resilience and is co-founder of the Nordic Urban Resilience Institute. He has also more than 20 years of experience in training and practice in civil security and emergency management, both nationally and internationally.
Since 2022, Magnus Qvant has been contracted as a resilience expert, supporting Ukraine cities in their effort of recovery planning, based on resilience and sustainability principles.
Currently, Magnus is engaged with Kristianstad University on the topic of disaster management and resilience, with cities in the Baltic Sea Region on the foresight of risks, and a continued work on capacity building for risk assessment with Ukrainian cities

She is particularly interested in exploring collaborative governance pathways that institutionalize the Just Transition, ensuring that Nature-based Solutions are implemented as a core, inclusive strategy for climate adaptation across diverse European territories.

Ryan Titley, Senior Advisor, Climate resilience, Climate-KIC
Ryan Titley is a senior advisor in climate resilience, systemic innovation, and place-based transformation, currently working with Climate KIC. He co-leads the adaptation and climate-resilient regions agenda, supporting regions, cities, and institutions across Europe to move beyond incremental adaptation towards transformational, just, and impact-driven climate action.
Before joining Climate-KIC, Ryan spent over ten years at the ERRIN, working closely with regions and their innovation ecosystems. He supported regional actors in shaping European policy and translating regional priorities into successful EU-funded projects.
Ryan brings extensive experience in the design and delivery of large-scale European initiatives and now leads a team of more than 20 professionals delivering a portfolio of adaptation and resilience projects, with a strong focus on execution, measurable impact, and tangible local change across Europe.

Selene Angelone, Senior Expert, Resilience and Climate Adaptation, ICLEI Europe
Selene, an architect and urban planner, brings 14 years of experience spanning the private sector and international cooperation. Holding an MSc in Architecture, she began her career as a designer in Italy, also gaining insights into post-disaster recovery. Transitioning to Panama in 2014, she expanded her expertise in overseeing architectural and construction projects holistically.
Driven by a passion for the social aspect of architecture, Selene pursued a postgraduate degree in 'Emergency & Resilience', shaping her focus on urban resilience and climate adaptation in the sub-Saharan African context during her five-year tenure at UN-Habitat. In November 2023, she embarked on a new journey, joining ICLEI Europe as a Senior Expert in Resilience and Climate Adaptation, solidifying her commitment to sustainable development.

Silvia Haslinger Olsson has over 10 years of experience in the field of urban resilience and is co-founder of Nordic Urban Resilience Institute. Since 2013 she has been focused on collaborative projects in urban resilience, addressing societal challenges together with politicians, the private and public sector and academia. Previously she has been working with cluster strategy and innovation at the Regional Development Agency in Southern Sweden.
Since 2022 Silvia has been contracted as a resilience expert, supporting Ukraine cities in their effort of recovery planning, based on resilience and sustainability principles.
Currently Silvia is also heavily engaged in the Baltic Sea region with activities such as foresight on urban risks.

Stefan Koderisch, Senior Expert, Resilience and Climate Adaptation, ICLEI Europe
Stefan Koderisch is a Senior Expert in the Resilience and Climate Adaptation team at ICLEI Europe. He is an urban and regional planner (BSc and MSc, TU Berlin) with an academic focus on co-production, collaborative governance and real-world laboratories in Berlin and international contexts. For more than five years, he has worked on participatory climate adaptation, co-creating strategies and concrete measures with local administrations, housing associations and communities as well as developing creative, art-based approaches to urban resilience.
With ICLEI, he contributes to EU-funded projects on climate resilience such as Adaptation Hubs, Pathways2Resilience, and CARDIMED, within the wider framework of the Mission on Adaptation to Climate Change.

Sumaiyya Saleem, Junior Expert, Resilience and Climate Adaptation, ICLEI Europe
Sumaiyya Saleem is a Junior Expert in Resilience and Climate Adaptation at ICLEI Europe, with a background in urban and regional planning and a focus on climate resilience, adaptation, and nature-based solutions. She holds a Master’s degree in Urban Management from TU Berlin and a postgraduate diploma in Environmental Management from TU Dresden. She has over five years of professional experience working with public institutions on urban and regional planning and climate-related initiatives, complemented by academic experience on EU-funded projects. At ICLEI Europe, she is involved in EU-funded initiatives including ReThinkAction, Regions4Climate, MED-IREN, and Climate Resilience for Communities Project in Izmir , contributing to replication, learning, and scaling of climate-resilient approaches across regions. Her work supports local and regional authorities in translating climate resilience strategies into locally adapted and actionable solutions.

Telma Abreu, Junior Expert, Resilience and Climate Adaptation, ICLEI Europe
Telma is a Junior Expert in the Resilience and Climate Adaptation team at ICLEI Europe. She holds a master’s degree in Nutrition and Health, specialising in Sustainable Food Systems, from Wageningen University & Research. She currently supports several EU-funded projects under the EU Missions on Adaptation to Climate Change and on Ocean and Waters, including Pathways2Resilience, REHUBS, and CO-WATERS.

Thomas Koetz, Senior Advisor, Climate Resilient Systemic Change and Regional Innovation, Climate-KIC
Thomas Koetz is an expert in sustainability transitions, climate resilience, biodiversity, and science-policy interfaces, with two decades of experience across the European Commission, the UN system, and leading innovation organisations. He is Senior Advisor for Climate Resilient Regions at Climate-KIC, where he coordinates the €30 million Horizon Europe project Pathways2Resilience, helping 100 regions design adaptation pathways and investment plans. Previously, Thomas played a central role in shaping and implementing the EU Mission on Adaptation to Climate Change at DG Research & Innovation, and earlier served in DG Environment on international biodiversity policy. Before returning to the Commission, he led the first IPBES work programme at UN Environment, overseeing landmark global assessments. Thomas holds a PhD in science-policy interfaces, a Master’s in ecological economics, and a Master’s in landscape ecology, complemented by extensive fieldwork in Latin America and Asia.

Vasileios Latinos, is Head of Resilience and Climate Adaptation at ICLEI Local Governments for Sustainability, European Secretariat. Vasileios is a climate resilience expert and project coordinator, with 14 years experience, working with local and regional governments throughout Europe. He is responsible for the management and coordination of projects and services in the topical areas of climate change adaptation, urban resilience and disaster risk reduction and leading the programmatic development of ICLEI in this field.

Vivien Franck, Senior Expert, ICLEI Europe
Vivien works as a Senior Expert in ICLEI's Climate Resilience and Adaptation team and in the FairFuture coordination team. Vivien studied biology and urban ecology at the Technical University Berlin and has been working on climate adaptation, sustainable food systems and urban planning topics.

Yigyeong Oh, Associate Programme Management Officer, UNDRR Regional Office for Europe and Central Asia
Yigyeong is Associate Programme Management Officer at UNDRR Regional Office for Europe and Central Asia. Since joining UNDRR in 2023, she has been monitoring UNDRR's engagement across 55 Member States, being a focal point for the Issue-based Coalition on Environment and Climate Change, as well as the Making Cities Resilient 2030 initiative.
Prior to joining UNDRR, she worked in research and project management with international organizations and government agencies, including Korea International Cooperation Agency (KOICA) and UNDP Ethiopia Country Office. Yigyeong holds a Master’s degree in Area studies from Yonsei University (Korea).
