The revolution of data in integrated climate strategies

Data is increasingly being used to accelerate the development of innovative climate mitigation and adaptation initiatives worldwide. Local and regional governments, civil society, private sector and research organisations have been working to use and explore the different sources of data to plan and execute integrated climate action strategies, improving environmental quality, reducing greenhouse gas emissions, and enhancing local climate resilience.

The changing climate and unforeseen shocks such as the Covid-19 pandemic have made cities rethink their climate and resilience planning processes. Cities need to be prepared to respond faster and provide transparent information to the citizens that can bring tangible improvements on the quality of life: mobility, housing, air quality, public spaces, etc. For this, new sources of data and information that could provide input to facilitate their decision-making process is crucial.

This session aims to open the debate on the need for cities for integrated climate action under data-driven decision-making processes. We will hear from practitioners how data can enhance integrated climate action and facilitate better decision-making processes at a local level.  Cities and key stakeholders will share their experiences in turning data into actionable insights to identify and implement innovative projects to improve local environmental quality, enhance sustainable mobility and provide healthier public spaces in cities.

ICLEI and Google will take the opportunity to present for the first time a report with the results of a methodological assessment on how data from the Google Environmental Insights Explorer (EIE) tool could support integrated climate action based on a deep dive assessment conducted in nine European cities.

Guiding questions
  1. How can data improve cities' decision-making processes on climate action? 
  2. Are cities prepared to harness the potential of existing data sources to improve climate and environmental planning?  
  3. What are the challenges that cities have in accessing, using and exploiting existing data sources for an integrated climate planning strategy?
  4. How can data be used for real project implementation on a local level: air quality improvement, sustainable mobility, healthier public spaces?

He also implements activities related to climate diplomacy and partnerships as well as seeking funds and resources for international and national projects in the area of sustainable development and climate education.

Rasmus Reeh has more than ten years experience in developing solutions for the green transition. For five years he has led development in Copenhagen Solutions Lab, a development arm of City of Copenhagen, to implement new digital technology to city services. Rasmus is the owner of UrbanDigital, a start-up focusing on developing digital data insights across municipalities and sectors to support the large scale transition towards a fossil free economy. He has been a leading force in the Google led Copenhagen Air View project where every street in Copenhagen and neighbouring municipalities.

Lina Liakou, Managing Director for Europe and the Middle East, Global Resilient Cities Network pioneered by the Rockefeller Foundation

Lina Liakou leads the resilience practice in Europe and the Middle East for the Global Resilient Cities Network pioneered by the Rockefeller Foundation (formerly 100RC), working with the 21 member cities across the region in developing their resilience thinking through long term City Resilience Strategies and actionable initiatives. Before joining the Network, Lina was Deputy Mayor and Chief Resilience Officer for the City of Thessaloniki, Greece. As a Deputy Mayor, Lina Liakou initiated collaborations with the European Commission, the EIB and the World Bank. Prior to this, Lina was Chief Executive of the Metropolitan Development Agency of Thessaloniki, an intermunicipal company that coordinates national and international research projects.

Christopher Bian, Senior Software Engineer - Google, Environmental Insights Explorer team

Christopher is a Senior Software Engineer on Google's Environmental Insights Explorer team. As one of the initial technical team members, Christopher led the development and validation of EIE’s transportation emissions global model among other elements of EIE's data infrastructure. The culmination of this work was the launch of EIE at the Global Climate Action Summit 2018. Christopher is passionate about addressing climate change through creative solutions and global collaboration.

Holger Robrecht, Deputy Regional Director - Sustainable Resources, Climate & Resilience, ICLEI European Secretariat

Holger joined ICLEI in 1997. He holds a Diploma in spatial planning and is member of ICLEI’s Board of Directors, and leads ICLEI´s Sustainable Resources, Climate & Resilience team. Holger holds more than 25 years of experience in local environmental and sustainability management and planning, project development and co-ordination, team supervision as well as guidance and training. He developed, supervised and coordinated international and European projects including on urban resilience, climate adaptation, nature-based solutions and green infrastructures through various research projects.

Alis-Daniela Torres' work is focused on helping cities advance on sustainable energy and climate action planning processes, smart city services development and business models creation for urban sustainability projects. Daniela’s work draws on more than 15 years of diverse experience in energy and environmental management, climate change studies, public policy and sustainable innovation practices. Daniela is an Environmental Engineer and holds Master’s Degrees in Sustainable Energy Development and City Sciences.  Daniela supports ICLEI as a technical expert in the Sustainable Resources, Climate and Resilience team since 2018.
